The Notice-and-Comment Portal is a unified web-based Government of the Republic of Zambia (GRZ) public consultation platform supporting public bodies and regulatory agencies in the policy and lawmaking process. Notice-and-Comment is provided as a public service to increase participation in the government's regulatory activities by offering a central point for submitting comments on policies and laws. This portal is an official GRZ e-consultation platform. Information presented on this website is considered public information and may be distributed or copied. Unauthorized attempts to upload information or change information maintained on this website are strictly prohibited and may be subject to riminal prosecution under the applicable laws of the Republic of Zambia.

The Notice-and-Comment Portal contains regulatory information for consultation as proposed by the issuing public body or regulatory agency. The information includes notices, regulatory impact assessment reports, draft policies and laws and other related consultation documents on the proposals as well as comments and public submissions received by the public body or regulatory agency. Each public body or regulatory agency manages its own data within the portal.

Every effort is made to ensure the Notice-and-Comment Portal includes all proposed policies and laws that are currently open for public comment. The inclusion or exclusion of material from this compilation has no independent legal significance. Users who want to verify the current status of a proposed or final policy or law and associated comment requirements are urged to check with the responsible public bodies and regulatory agencies.

Comments and Public Submissions

Any comment you provide through this website should be submitted in accordance with the user guidelines provided on this portal. For purposes of submitting comments, users or stakeholders may be required to include personal information, such as your name and email address, on the comment form. Comments may be publicly disclosed on the discussion board.

Do not submit information whose disclosure is restricted by statute, such as trade secrets and commercial or financial information (hereinafter referred to as Confidential Business Information "CBI") on the Notice-and-Comment Portal. Comments submitted through the portal cannot be claimed as CBI. Comments received through the portal will waive any CBI claims for the information submitted. To view any additional information or instructions for submissions, refer to the specific Rules for Commenting.

Intended Use of Information

Public bodies and regulatory agencies consider public comments during the development of proposed policies and laws. By providing comments through this portal, you are consenting to their use and consideration by public bodies and regulatory agencies. Respective public bodies and regulatory agencies may provide additional instructions informing you how to grant consent for use of voluntarily-provided information.

Electronic comments submitted directly through the Notice-and-Comment Portal will be stored electronically within the system and will be sent directly to responsible public bodies and regulatory agencies. The public body or regulatory agency undertaking consultation on a particular issue shall be the official custodian of the submissions made through the portal. Users who want to verify that a public body or regulatory agency has received their comments are urged to check directly with them.

The material submitted through the Notice-and-Comment Portal may be seen by various people. Any personal information included in the comment form or in an attachment will be provided to the public body or regulatory agency conducting consultation on that particular matter to which your comment is directed.  Comments will be publicly available on the discussion board, the website of the respective government agency or accessible on the internet.
